In the context of Romania’s integration into the European Union, accession to the Schengen Area, amid changing risks and threats to the security of the European Union and member states, it is necessary to rethink the educational process as a whole, with emphasis on restructuring the continuing education system for the acquisition of the necessary professional skills, especially in the field of justice and home affairs.

The adoption of framework documents, such as the Bologna Convention on higher education, the Treaty of Lisbon on the creation of the European Area of ​​Justice, Safety and Security of Citizens, the European Union Strategy 2010-2020 on smart, green and inclusive development, requires concrete approaches and efforts. from the governmental structures of the member states, including Romania. An important role in this sense is played by the civil society through its non-governmental structures, able to dynamize the whole process.

Raising the level of training, especially of eligible structures or those designated to initiate, coordinate or carry out activities at European level is an important, always current and necessary step to maintain the dialogue on issues of interest in the field within the European Union. .

As a result, the establishment of the “National College of Home Affairs” Foundation as a legal entity, of public utility, apolitical, without patrimonial purpose, is meant to constitute, together with the governmental structures, a pillar of support in the initial and continuous formation in the field. justice and home affairs.
